CALL FOR CONCEPT NOTES FOR GRANT FUNDING
JANUARY 2007

The Governments of Jamaica and the United States, together with The Nature Conservancy, concluded an agreement on September 21, 2004, (under the United States’ Tropical Forest Conservation Act), to reduce Jamaica’s debt to the United States by nearly US$16 Million dollars. In return, the Government of Jamaica (GOJ) has committed to providing these resources to fund projects to conserve and restore important tropical forest resources throughout the island. The final value of the agreement is US$15,989,527.34 to be paid, in scheduled installments over a period of 19 years, into a Fund established for tropical forest conservation in Jamaica, namely the Forest Conservation Fund of Jamaica.

FCF grants will support activities which include forest restoration, implementation of sound natural resource management systems, establishment and maintenance of parks and protected areas, training in conservation management, protection of animal and plant species, research on medicinal uses of tropical forest plants, and development and support of the livelihoods of people and local communities in or near a tropical forest.

The Forest Conservation Agreement makes provision for two types of grants which can be made to recipients from the Fund. These are directly related to the duration of the programme and can be loosely defined in the following manner.

  1. Short Term Grants — Grants that govern programmes for periods of three years of less; and
  2. Long Term Grants — Grants for programmes over three years in duration.

Concept Notes and Project Proposal Forms submitted for the long term projects should fall within the Forest Conservation Fund’s priority sites for 2007, these are –

  1. The Cockpit Country;
  2. The Upper Rio Minho Watershed ; and
  3. Southern Portion of the Blue and John Crow Mountains – Yallahs Watershed

Project Proposal Forms will be accepted no later than June 1 , 2007.
